Project Description

APLHIV has been one of the Sub-Recipients (SRs) of Global Fund Grants since 2012. During this period APLHIV had unique opportunity to work with National AIDS Control Program (NACP) as one of the Sub-Recipients from 2012 to 2017, with Common Management Unit (Ministry of National Health Services, Regulations and Coordination) 2018 to 2021 and with United Nations Development Program (UNDP) from 2021 to 2024. Currently APLHIV is again working under the Global Fund Grant with Common Management Unit as its one of the Sub-recipients along with Provincial AIDS Control Programs.

The functioning of APLHIV as the Sub-recipient remained closely aligned as HIV treatment SR, where we support the National and Provincial Programs to enhance and retain HIV treatment coverage across Pakistan. Interventions being carried out by APLHIV mainly focus community at the grassroots level to ensure that “no one is left behind”, HIV treatment is accessed by all in need and to ensure retention of PLHIV on treatment as HIV treatment is life-long therapy.

Our interventions are mostly community-based and community-led approaches, which have contributed significantly to achieving the targets at the national level. These community led/based approaches include but are not limited to: -

  1. Provision of HIV treatment adherence counseling at the grassroots levels.
  2. Linkages with HIV prevention, testing and treatment services.
  3. Referral services for those who are in need to the nearest service-delivery points.
  4. Tracking, preparing and relinking Loss to Follow Up (LTFU) cases with HIV treatment cascade.
  5. Provision of nutritional support to over 9000 eligible PLHIV from across Pakistan on quarterly basis.
  6. Provision of support for general medicines (discontinued).
  7. Provision of community based/led monitoring of HIV treatment services under the framework of AAAA&Q (Availability, Accessibility, Affordability, acceptability and quality services).
  8. Ongoing advocacy with National and Provincial Programs for addressing the gray areas in provision of services.
  9. Functioning of Complaint Management Cell
  10. 24/7 toll-free helpline services and
  11. Conduct of national Stigma Index Study 2.0

Significant successes of APLHIV under various GF grants include but are not limited to tracking of 3500+ LTFU cases with verified outcomes including over 2000 re-linked with services. Provision of nutritional support to 9000 eligible PLHIV on quarterly basis, provision of general medicine support to over 27000 eligible PLHIV, provision of 5000+ people with adherence counseling in face to face sessions, handling with around 40 calls on helpline on daily basis, receipt and addressal of nearly 600 complaints through Complaint Management Cell, , linkage of 6689 people in need of HIV preventive, testing and treatment services, successful implementation and launching of Stigma Index Study 2.0, engaging 1500 PLHIV from all over Pakistan, feedback of over 7530 PLHIV & 1500+ HCPs during CLM visits and ongoing advocacy that has resulted in expansion of services and improved quality of services without any disruption. It is worth mentioning that APLHIV is the pioneer of Community led/based monitoring of HIV services in Pakistan. The idea was floated in 2014, and the project was included in GF Grant (NFM) and later included as a complete activity. APLHIV was also selected as a member of the National CLM task force after a rigorous assessment by UNDP and served as National CLM Secretariat for the 1st six (6) months.

Additionally, APLHIV was successful in ensuring the continuity and regular meetings of Pakistan CSO Partnership Forum in GC-6 & GC-7. The forum was established in 2018 with few organizations as its members and now as by end of 2024 the membership of the forum has increased to over 75. We are excited to make more contributions to the project in the time to come.
